Members,
We wanted to
give you an after action report on the hearing with the County
Commissioners. The hearing went on until 5:20 pm. A number
of Law Enforcement members testified that they and their departments
use the range and that it is a very useful tool and could not be
easily replaced, and if shut down, would cause them pay more and
travel farther to train and hone their skills.
We also had
a number of club officers and members testify as to the range being an
asset to the community. We spoke about noise issues and
ballistics. We spoke about ricochets and misfires and that while
rare and unwanted, are still a normal occurrence for any gun range.
The
developer and his team testified that their upscale development of 225
house ranging from $450,000 to $675,000 dollars each would be very
compatible with the gun range and if they put up dirt berms of 20-30
feet, they would be safe from any bullets that may leave the range and
the owners of these houses would never be bothered by the noise
generated by range that came over the berm because they would plant
trees and do landscaping on the berm.
After
listening to the testimony and questioning the developer on:

The road
expansion project (completing Powerline down to Bennet road)
·
The safety,
noise and nuisance factors of moving a number of residential houses in
next to a gun range
·
The safety
factor of having a main road (Powerline), with thousands of vehicle
trips due to the nearby new subdivision, border the down range end of
an active gun range

Working
with the City of Nampa to expand services to the
development
The
commissioners did not seem to be satisfied with the answers from the
developer. However, they did not deny the request and instead
postponed the meeting and the decision until August 13th at
9:00 am. They requested the developer work on his answers to
their questions and come back to talk further. We do not know at
this time if they will reopen testimony or only allow the developer to
speak at the August 13th meeting.
